Her commitment to public service culminated in her role as Monticello City Manager, a position she held with distinction for four years. Even after retiring, Peggy continued to answer the call to serve, returning multiple times as interim city manager—each time offering stability, leadership, and a wealth of institutional knowledge when it was needed most.
Her legacy as a public servant is marked by a tireless dedication to the betterment of Monticello and Jasper County. She led with integrity, compassion, and a genuine love for the people and place she served. Colleagues and citizens alike respected her thoughtful approach to governance and her willingness to go above and beyond.
Beyond her professional accomplishments, Peggy had a keen eye for detail and shared her talents by proofreading for The Monticello News for many years. She was also a lover of animals and found joy in spending time outdoors, appreciating the quiet beauty of nature.
She was preceded in death by her sister, Mary Smalling, and brother, Bill Smalling.
Peggy is survived by her loving husband, Bill Billerman of Monticello; daughter, Donna (David) Coe of Monticello; brother, John Smalling of Eatonton; grandchildren, Brandon Coe of Jackson and Mariah Coe of Monticello; five great-grandchildren; and several extended family members and dear friends.
